Lane Closures and Construction to Cause Delays, Caution Urged

Project Update: Week of May 27, 2019 

Rain this week once again caused delays for the Railroad Canyon Road Widening Project. However, contractors hope to resume all regular construction activities next week.

All American has now fully completed the base paving on both sides of Railroad Canyon Rd., totaling over 2000 linear feet. This week, they installed a debris fence along the eastbound side and began work on the intersections.

Also, this week, all three lanes were opened to traffic for the first time since the project started. Lane closures are still anticipated next week with at least one lane open at all times.

Road Condition: We have received many complaints about rocks and gravel.  A sweeper has been on site every day sweeping the roadway to reduce debris concerns. There is still another layer of asphalt planned to finish the road. This is only the base paving for now.

REMINDER: Slow for the cone zone. We have had some close calls this week. The speed limit in work zones is only 35 mph. So, please remember to drive safe and use caution.

Project Update: Week of May 20

This week, contractors lost four days of work due to rain. However, they hope to complete paving on Friday. Stay tuned for updates for next week. Regular construction hours are Monday - Friday from 8 a.m. to 4 p.m. Subject to last minute changes. During this time, please anticipate single lane closures as needed. 

REMINDER: Slow down for the cone zone. Also, please remain vigilant of posted speed limits and be cautious in construction zones.

Project Update: Week of May 13, 2019 - Intersection, Sidewalk, and Signal Pole Improvements Underway, Night Work Planned All Week 

This week, night work is planned to begin this Saturday, May 11th,  and will continue until Friday, May 17th with no work expected on Sunday. Night works hours will be from 8 p.m. to 4 a.m. Work will start at the Railroad Canyon Road and Grape Street intersection for the first three nights and then move to the Railroad Canyon Road and Canyon Hills Road intersection.

Daytime work is also planned next week. Work will include back filling the new sidewalk on the Westbound side and relocating a signal pole.

 Closures are expected all week in both directions. However, the impact should be reduced based on planned activities. Crews aim to keep closures to a minimum whenever possible.

Project Update: Week of April 29, 2019 - Lost Road Improvements Underway, Saturday Work Planned 

Contractors on the lost a day of work on Monday due to light rain. Therefore, weekend work is planned for this Saturday, May 4th on the Eastbound side of the roadway. Traffic control will be set up at 7 a.m. and taken down by 3 p.m.

This week, work started on the milling and repaving of the Eastbound side of the roadway and sidewalk work took place on the Westbound side.

At this time, night work is planned to begin on Sunday, May 12 and is expected to last until Friday, May 17 (if needed) at the intersections of Railroad Canyon Road with Grape St. and Canyon Hills Rd.

Closures are expected all week in both directions. Crews aim to keep closures to a minimum whenever possible, but early closures may occur to allow for extended construction hours as needed.

Project Update: Week of April 15, 2019 - Night Work Postponed, Sidewalks Starting Soon 

This week, contractors completed three catch basins in the median along Railroad Canyon Road and some work began on the traffic signals.

The week of April 15th similar work will continue on both sides of the roadway and will include backfilling behind the new curb and gutter and preparing for upcoming sidewalk work.

At this time, no night work is planned and has been postponed. An update will be shared once a revised construction schedule is available.

Closures are expected all week in both directions. Crews aim to keep closures to a minimum whenever possible, but early closures may occur to allow for extended construction hours as needed.

Project Update: Week of April 1, 2019 - Curb & Gutter Complete, Paving to Begin Soon 

For the last several weeks, Contractors have been able to resume regular work and have made significant progress following months of ongoing rain delays. Latest estimates for completion are approximately seven weeks.

Last week, contractors completed the remaining 4,600 linear feet of curb and gutter along the Westbound side of Railroad Canyon Rd. Next up, the contractor must complete some remaining drainage basins and begin paving.

At this time, no weekend work is expected. Night work is expected later this month.

Closures are expected all week in both directions. Crews aim to keep closures to a minimum whenever possible, but early closures may occur to allow for extended construction hours as needed.

Project Update: Week of February 25, 2019  

Ongoing rain conditions have significantly delayed the Railroad Canyon Road Widening Project. However, this week the city’s contractor and Southern California Edison (SCE) resumed work on the roadway.

SCE is planning to relocate three guy poles and wires on the eastbound side of the roadway and All American Asphalt is expected to begin concreting the curb and gutter also on the eastbound side. In addition, work has begun on the westbound side to create catch basins and a storm pipeline.

LANE CLOSURES: Single lane closures are anticipated on both sides of the roadway with at least one lane open in each direction at all times. NOTE: Tuesday night lane closures will be extended until 6 p.m. and Wednesday lane closures are expected begin early at 6 a.m.

Project Update: Week of February 11, 2019 

This week, crews were able to complete preparations for curb and gutter on the Eastbound side of Railroad Canyon Road.

However, due to continued poor weather conditions, weekend work is planned for the Railroad Canyon Road Widening Project on Saturday, February 9th from approximately 7 am. to 2 p.m. Crews will be on site grading and doing what they can to prepare for potential rainfall to protect the work completed and prevent erosion. One lane may be closed on the Eastbound side between approximately 7 a.m. to 2 p.m.

Next week, work will begin to construct curb and gutter on the Eastbound side. In addition, work is expected to begin on milling and paving. Single lane closures are anticipated with at least one lane open in each direction at all times.

Project Update: Week of February 4, 2019

Recent weather events have caused significant delays on this project. Next week, crews will continue demolition work, primarily on the Eastbound side of Railroad Canyon Rd. However, rain is expected possibly Monday and Tuesday.

Lane closures are anticipated on both sides of the roadway, with one lane open at all times in each direction.

The City of Lake Elsinore and the City of Wildomar are partnering to make Lost Road a safer alternative, particularly for Canyon Hills residents. Asphalt removed from Railroad Canyon Rd. will be used to improve Lost Road. However, Lost Road is not a permanent roadway and commuters should remain cautious. This work is expected to begin in a few weeks.

The City would also like to urge commuters to place close attention to the posted speed limits, which do vary along the roadway particularly in the construction zones. Please remain vigilant of these speed limits and be cautious for your safety and the safety of work crews.

Project Update: Week of January 28, 2019

Last week, all work on the Railroad Canyon Road Widening Project was resumed after previous weather delays.

Project Work: This week, drainage modifications are expected to begin on both sides of the roadway. Southern California Edison (SCE) will also continue the relocation of five power poles to the Eastbound side of the road.

Lane Closures: At this time, the City is still anticipating a single lane closure on both sides of the roadway, i.e. Eastbound and Westbound sides. One lane will remain open in each direction at all times.

Alternate Routes: Lost Road via Bundy Canyon, Hwy 74 to Greenwald for Canyon Lake Residents, and Hwy 74 or Bundy Canyon Road to Interstate 215. 

Project Update: Week of January 21, 2019

Last week, all work on the project was delayed due to the significant rain received. Next week, we hope to resume all previously planned activities.

Project Work: Milling work is expected to begin on the Westbound side of Railroad Canyon Road and Southern California Edison will begin its process to relocate five power poles on the Eastbound side of the road.

Lane Closures: At this time, the City is anticipating a single lane closure on both sides of the roadway, i.e. Eastbound and Westbound sides. One lane will remain open in each direction at all times. Commuters are urged to remain patient and observe posted signs.

Project Update: Week of January 14, 2019

The Railroad Canyon Road Widening Project is now well underway. Next week milling will begin on the roadway and Southern California Edison (SCE) will start the relocation of five power poles on the Eastbound side of the road.

As a result, next week (January 14 – 18th) the City is anticipating that one lane may be closed at various times and locations on both sides of the roadway during construction hours (i.e. Monday – Friday, 7 a.m. to 4 p.m.) One lane in each direction will remain open at all times.

Rain is forecasted Monday through Thursday. If it rains, it may halt construction and cause delays for the project. 

Original Post: January 4, 2019 

On Monday, January 7th, construction will officially begin on the Railroad Canyon Road Widening Project. 

This project will expand the roadway to three lanes of traffic in each direction between Grape Street and Canyon Hills Road and includes pavement rehabilitation. The project will also include the relocation of utility infrastructure, the creation of improved drainage systems, safety improvements and a full rehabilitation of the roadway. 

Construction hours will be from 7 a.m. to 4 p.m. Monday through Friday and will require lane closures at periodically throughout construction. When lane closures are required, one lane will remain open at all times. There may be some exceptions. Whenever possible, intersection work or more substantial closures will take place at night between the hours of 8 p.m. and 4 a.m. Construction is expected to begin first on the Westbound side of Railroad Canyon Road. 

Road and lane closures will be determined on an ongoing basis. The City will be sure to post information regarding planned closures whenever possible. Commuters are urged to allow themselves additional time and/or to choose alternate routes during construction to avoid significant delays due to construction.

Alternative routes include Lost Road via Bundy Canyon for Canyon Hills Residents, Hwy 74 to Greenwald for Canyon Lake Residents, and Hwy 74 or Bundy Canyon Road to Interstate 215.

Design Completed: September 2018 

Construction Start Date: January 7, 2019

Estimated Completion Date: Substantial completion expected by the end of April 2019, but this date is subject to weather or other unforeseen delays. 

Contractor: All American Asphalt 

Future Improvements; The City continues to make significant progress on the critical I-15/Railroad Canyon Road Interchange improvements.  The Final Environmental Document has been approved by Caltrans and the project is currently in the Plans, Specifications, and Estimate (PS&E) phase. The PS&E Phase will provide contract documents to be advertised and let out for bid. The City has studied and considered several alternatives and has decided to proceed with Alternative 2 in Phase I. Construction is expected to begin in early 2020 with completion by 2022. Find out more.
