Every ten years, local governments use new census data to redraw their district lines to reflect how local populations have changed. This year, the City of Lake Elsinore is in the process of redistricting based on data from the 2020 Census. Redistricting determines which neighborhoods and communities are grouped together into a district for purposes of electing a City Council Member.
Assembly Bill 849 (2019) requires cities and counties to engage communities in the redistricting process by holding public hearings and/or workshops and doing public outreach, including to non-English-speaking communities. Therefore, the City is seeking public input regarding district boundary adjustments prior to adopting a next district map.

WAYS TO PARTICIPATE:
Every Lake Elsinore resident has an opportunity to participate in the City's redistricting process. There are three ways to participate.
1. Submit Written Public Comments:
Residents can submit public comments in writing at any time by emailing calvarez@lake-elsinore.org. Comments will be available for the public and the City Council to review.
2. Draw the Boundaries - Submit Your Own Map [MAPS ARE NO LONGER BEING ACCEPTED]
Residents were encouraged to engage and participate in the redistricting process by creating and submitting their own district maps for consideration by the City Council. Lake Elsinore residents were able choose from the following options:
- Draw Your Own Map Online: Dave’s Redistricting (DRA 2020) is a free web app to create, view, analyze and share redistricting maps.
- Download and Completed A Paper Mapping Tool: For those without internet access or who prefer paper, could draw their own boundaries using a printed map.
The final deadline to submit redistricting maps to the City of Lake Elsinore was Friday, February 25, 2022 at 4:00 p.m. PST. All maps that were received by this deadline will be included for presentation during the continued Public Hearing on Tuesday, March 8, 2022 at 7:30 p.m.
3. View Proposed Maps
Proposed maps submitted by both the Demographer and the public may be viewed on the Interactive Public Review Map or in the Agenda Packet for the March 8, 2022 City Council meeting. The Agenda packet for the March 8 meeting will be posted on Thursday, March 3, 2022.
4. View and/or Attend A Public Hearing:
All hearings are open to the public and occur during regular City Council meetings at 7:30 p.m. at the Lake Elsinore Cultural Center located at 183 N. Main Street.
