Community Development Block Grant Information
City of Lake Elsinore Community Development Block Grants (CDBG)
CDBG funds are awarded by the U.S. Department of Housing and Urban Development (HUD) to qualifying communities to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and the provision of improved community facilities and services.

- Support for Community Based Organizations, such as
- Helping Our People of Lake Elsinore (H.O.P.E., Inc.)
- Boys and Girls Club
- Community Arts Programs

Each year, the City Council approves the amounts and types of CDBG funded programs for the upcoming program year. Community meetings will be announced annually as part of the CDBG public involvement effort. Community Based Organizations are welcome to apply for CDBG funding consideration.
2024-2025 CDBG Application Information
COUNTY OF RIVERSIDE/CITY OF LAKE ELSINORE APPLICATION PROCESS
The County of Riverside Department of Housing, Homeless Prevention and Workforce Solutions has initiated the 2024-2025 CDBG application cycle (for the program year starting July 1, 2024) and issued its Notice of Funding Availability. The County has discontinued using its online application system for all CDBG applications. Hard-copy paper applications for CDBG-funds must now be submitted to the City for the 2024-2025 fiscal year.
The City requires three (3) hard-copy, paper applications (1 original and 2 copies) for the 2024-2025 cycle. A pdf version of the CDBG application can be downloaded HERE. All participants in the County’s Urban County CDBG Program must submit their 2024-2025 projects to the City of Lake Elsinore no later than 4:00 p.m. on Friday, October 6, 2023.
The City will review and evaluate each application for eligibility and other factors, then present to the City Council its recommendation for final approval considerations. The City will then submit its final 2024-2025 CDBG funding selections to the Department of Housing, Homeless Prevention and Workforce Solutions no later than December 15, 2023.
Applicants are required to submit three (3) hard-copies (1 original and two copies) of their applications, with all attachments no later than 4:00 p.m. on Friday, October 6, 2023 to the following location:

The applications are due no later than 4:00 PM on Friday, October 6, 2023. Applications received after the deadline may not be accepted.

EDA has also posted an online training video. Although the posted video is for the 2023-2024 program year, it is highly recommended that organizations that are planning to submit applications for the 2024-2025 program year review the training video in order to learn about the required documentation that will be required.
