ENGINEERING DIVISION FEE SCHEDULE

What will it cost to develop my property? 
100% of the cost of development services provided by or on behalf of the City are to be recovered as provided for in the Lake Elsinore Municipal Code at Chapter 3.32.    The information on this page will help you answer that question.

The Engineering Division charges fees for staff time and material spent in the process of project approval and permit issuance.  The Engineering Division is also responsible for the calculation and collection of mitigation fees.  Mitigation fees are fees paid to off set the impact of new development on the surrounding community. 

For your convenience, the following are available to help you understand and determine the Engineering Division costs of development:

Plan check expedited service is available at an additional charge of 1.5 times the standard fee.

PLAN CHECK FEES

GRADING: Locate cubic yards (total of Cut and Fill) range below; calculate fee due by following the formula provided under “Formula”; add administration fee for Total Due.  The fee schedule can be viewed below or printed.

100 Cubic Yards or Less: $220.00  x 91% *
101 – 1,000 Cubic Yards $220.00 for the first 100 cubic yards, plus $50.00 for each additional 100 cubic yards or fraction thereof x 91%.*
1,001 – 10,000 Cubic Yards: $670.00 for the first 1,000 cubic yards, plus $50.00 for each additional 1,000 cubic yards or fraction thereof  x 91%.*
10,001 – 100,000 Cubic Yards: $1,120.00 for the first 10,000 cubic yards, plus $190.00 for each additional 10,000 cubic yards or fraction thereof  x 91%.*
100,001 – 400,000 Cubic Yards: $2,830.00 for the first 10,000 cubic yards, plus $110.00 for each additional 100,000 cubic yards or fraction thereof  x 91%.*
Over 400,000 Cubic Yards: $6,130.00 for the first 400,000 cubic yards, plus $110.00 for each additional  100,000 cubic yards or fraction thereof  x 91%.*

Inspection outside of normal business hours. Minimum charge = 4 hours: $120.00 per hour              
Reinspection fees assessed under provisions of Section 305 (g) $95.00 per hour
Inspection for which no fee is specifically indicated. Minimum charge = 1/2 hour: $110.00
Dedication/Easement Plan Check Fee. 4 hour minimum $110.00 per hour
Additional Plan Review, required by changes, additions or revisions to approved plans. Minimum charge = 4 hours: $110.00


Miscellaneous Fees
Reproductions:
- Copying $2.50 + .25¢ per page
- Blueprints .50¢ per S.F-$3.00 minimum
- Topo Maps $45.00 per sheet
Any application not covered by fees Actual cost + 40%
Records Research – No charge for the first 15 minutes $15.00 for each 15 minutes thereafter
Traffic Control Inspection City Engineers Hourly Billing Rate

Penalties Fees
If the work is started without first pulling a permit:
Valuation: $0 to $200.00 4 times normal fee
Valuation: $200.00 or over 3 times normal fee
