Purpose of the Housing Element
The Housing Element is one of eight state-mandated elements of the City’s General Plan. California Housing Element law (Government Code Sections 65580-65589) requires all cities and counties to update the Housing Element every eight years in order to remain relevant and reflective of the community’s changing housing needs.
On August 23, 2022 the City of Lake Elsinore City Council adopted the current Housing Element by Resolution No. 2022-92. The Housing Element covers the planning period of October 15, 2021 through October 15, 2029 and identifies strategies and programs to: 1) encourage the development of a variety of housing opportunities; 2) provide housing opportunities for persons of lower and moderate incomes; 3) preserve the quality of the existing housing stock in Lake Elsinore; 4) minimize governmental constraints; and 5) promote equal housing opportunities for all residents.
On October 24, 2022, the California Department of Housing and Community Development (HCD) found the adopted Housing Element to be in full compliance with State Housing Element Law (Article 10.6 of the Gov. Code).
