LEMC Amendments for Streamlining Zoning Code & Procedures


The City has initiated proposed revisions to the Lake Elsinore Municipal Code (LEMC) to both modernize the format of Title 17 related to zoning by streamlining the format of the Zoning Code and by streamlining of the approval process for a variety of development proposals.

The first stage of LEMC Title 17 (Zoning) update are the subject streamlined development review process.  The new “General Application Processing Procedures” and “Permit Requirement” chapters are numbered to not only fit a proposed new numbering system but to also fall at the end of the current chapter numbers; thereby eliminated the need to renumber them in the future.

The following documents are a summary of the proposed LEMC revisions and the draft text of the revisions (including one proposed amendment of LEMC Title 16 related to Subdivisions).  It should be noted that these draft revisions are subject to change during the public hearing process.

May 21, 2019 - Planning Commission Workshop
June 4, 2019 - Planning Commission Public Hearing
June 25, 2019 - City Council Public Hearing
July 9, 2018 - City Council Second Reading
August 8, 2019 - Effective Date of New Provisions
