About the City
Mission Statement: The city's mission is to enhance our citizens'
quality of life by providing vital public safety and community
services, planning for orderly development, and managing our
environmental and public resources in a cost-effective and
responsible manner.
Government
The City of Lake Elsinore has a council/city manager form
of government. The City Council is composed of five members
elected at large by voters within the city to serve four year
terms. The City Council establishes policy and acts upon all
legislative matters concerning the city by approving and adopting
ordinances, resolutions, contracts, and the annual budget.
City Council elections are staggered every two years. The
Mayor is appointed by the City Council to serve a one-year
term.
History
The City of Lake Elsinore was incorporated on April 23 1888
through the efforts of pioneer/financier, Franklin H. Heald.
In the early 1880s, Heald's partner, D. M. Graham, wrote this
vision for their new city, "We can imagine no more enchanting
picture than Elsinore will present when the taste and energy
of the settlers shall have made it a valley of fruit and flowers
in the midst of which the lake shall lie like a priceless
gem in its casket."
Lake Elsinore Valley, its story 1776-1977,
by local historian Tom Hudson, provides a colorful history
of the area. You'll find it at the Lake Elsinore branch library.
Budget Highlights
The annual budget is the City Council's key policy tool for
allocating resources and expenditures and funding of capital
improvement projects. The City's fiscal year runs from July

The City Attorney is appointed by the City Council and serves
as legal advisor to the City in all matters. The City Attorney
also provides legal counsel to the Redevelopment Agency and
Lake Elsinore Finance Authority.
City Clerk
The City Clerk
is appointed by the City Council. S/he is responsible for
receiving and presenting all documents and reports requiring
Council action, preparing meeting records and minutes, maintaining
the Municipal Code, agenda preparation, and coordinating election

Redevelopment Agency
The City Council also sits as the Executive Board of the Lake
Elsinore Redevelopment Agency (RDA). The RDA's purpose is
to eliminate blighted areas by encouraging the development
of residential, commercial, industrial, recreational and public
facilities. It has the authority to enter into contracts and
incur debt. The RDA was established July 15, 1980 under State
of California Health and Safety Code, Section 33000 entitled
"Community Development Law." Click
