Cooperation keeps rental housing safe, "crime free"
Deterring crime in rental properties and making Lake Elsinore
a better, safer place to live is the goal of the Crime Free
Multi-housing Program, adopted in 1999. The program provides
training to property owners and managers so rental housing
properties can be certified as "crime free."
The program's focus in on preventing problems in rental units.
Property owners and managers, tenants and the police work
cooperatively to keep criminal activity out of a rental property.
Mandatory training is provided for property owners and managers
on tenant screening, effective management skills, legal issues
and evictions, gang and narcotic awareness, and working with
the police. Crime free multi-housing program certificates
are presented following completion of training. The Gold Certificate
for a compliant "crime free" property is valid for
one year. Monitoring of properties is performed to ensure
compliance. Gold Certificates are renewable annually.
Prospective tenants are told the property is a "crime
free", zero tolerance community. All adult tenants are
required to sign a "Crime Free Lease Addendum" during
the application process. Consent to a background check is
incorporated in the standard credit and employment verification
procedures. All criminal activity is strictly prohibited.
A violation by tenants or guests may be grounds for immediate
eviction.
