SB 1186 - DISABILITY ACCESS On September 19, 2012, Governor Brown signed into law Senate Bill 1186 which adds a State fee of $1.00 for any applicant for a business license or renewal.

EFFECTIVE JANUARY 1, 2013 - this fee will be required from all new business licenses or renewals.  The purpose of the fee is to provide a funding source for increased disability access and compliance with construction-related accessibility requirements and to develop educational resources for businesses in order to facilitate compliance with the federal and state disability laws.

Under federal and state law, compliance with disability access laws is a serious and significant responsibility that applies to all California building owners and tenants with buildings open to the public.

NEW Business Licenses... Getting Started

The City of Lake Elsinore wants your business to start successfully. Before applying for your business license for your commercial or home based location, or making significant business commitments, please contact our Community Development Department at 951.674.3124 to insure that your business is a permitted use at your chosen location. Other business types will not require planning approval but, depending on your type of business, there may be additional requirements from other agencies.

If your business is physically located within the city limits of Lake Elsinore, please complete the following that applies to your business location in addition to the license application.

1. Commercial businesses (i.e., Restaurant, Retail, Industrial, Office Space) must complete the Business Compliance Application  and the EVMWD Commercial/Industrial Information Form to be submitted to our Planning Department for zoning approval. Additional requirements may be required. Please contact our Planning Division at 951.674.3124 ext. 220 if you have any questions.
2. Home based businesses must complete the Home Occupation Permit and Regulations  and submit to our Planning Division along with the business license application.

The following business types require different forms of approval, and have their own application type:

• Mobile Vendors (Ice Cream Trucks, Catering Trucks, Peddlers and Solicitors.) 
• Massage Technicians and Massage Establishment Owners (Provide copy of CAMTC certificate) 

 Please complete the above and submit to the City of Lake Elsinore at 130 South Main Street, Lake Elsinore, California 92530. Out of town based businesses may submit their applications by mail.
