Fishery and Lake restoration efforts began in earnest when statewide voters approved grant funding in the year 2000. The Lake Elsinore/San Jacinto Watersheds Authority (LESJWA) is a local joint powers authority that was formed to oversee the improvements. LESJWA and the City have implemented projects to stabilize the lake-level, improve water quality and enhance the fishery. The improvements have attracted the attention of many avid anglers.
George Kramer, Editor of Western Outdoor News WON Bass, was one of the first to recognize the revitalized fishery by publishing an article entitled "The Miracle of Lake Elsinore".
