Custodian for official City records, election oversight and records management

 Function and Duties
The City Clerk is appointed by the City Council and is responsible for the following:
  • Prepares and distributes City Council, Redevelopment Agency, Public Financing Authority and Recreation Authority agendas;
  • Records, preserves, researches and provides for public access the City’s legislative history and provides safe keeping and storage of records;
  • Conducts regular and special municipal elections;
  • Responds to information requests from citizens, staff and the business community;
  • Publishes, posts and mails all legal notices;
  • Processes applications for service on City Commissions, Committees, Advisory boards and maintains the rosters;
  • Accepts claims and service of other legal documents;
  • Facilitates bid openings for the City;
  • Maintains and publishes the Municipal Code;
  • Acts as filing officer for Campaign Disclosure Statements and Statements of Economic Interest filed by City elected, appointed officials, candidates and City staff;
  • Is the custodian of the Official Seal of the City of Lake Elsinore;
  • Serves as Secretary to the Redevelopment Agency;
  • Certifies copies of official records; and
  • Administers oaths and affirmations, including the Oath of Office for the Mayor and City Council.
