The 3rd Street Annexation (also referred to as “Annexation No. 81”) was the annexation of approximately 320 acres of previously unincorporated territory into the City of Lake Elsinore. The annexation area which was almost completely surrounded by incorporated land is generally bounded by State Route 74 to the northwest; recent residential development in the Rosetta Canyon area to the north; a mixture of developed and undeveloped land to the east and south; and Dexter Avenue, Cambern Avenue, and Interstate 15 to the southwest. The 3rd Street Annexation was approved at a public hearing by the Riverside Local Agency Formation Commission ("LAFCO") on May 24, 2012. Following a "protest hearing" held by LAFCO on August 21, 2012, the annexation was completed by LAFCO with its adoption of Resolution No. C-02-12 (PDF 1.96 MB) and recordation of a Certificate of Completion (PDF 127 KB). The 320 acres within the 3rd Street Annexation formally become part of the City of Lake Elsinore on September 22, 2012.

3rd Street Annexation Area Boundaries 

As part of the City, the 3rd Street Annexation area is covered by the City of Lake Elsinore's General Plan land use designations (PDF 178 KB) and the City's zoning designations (PDF 178 KB). 


Additional information regarding the history of the 3rd Street Annexation process is described below.


In February 2006, the City took the lead for an annexation of the “3rd Street” area at the request of the Riverside County Local Agency Formation Commission (LAFCO) to remedy irregular boundary lines existing between the City and County, and to eliminate pockets or islands of County jurisdiction. It was an opportune time to consider the “3rd Street” area because the City was already working on its General Plan Update and the “3rd Street” area was an integral part of the City’s plan to implement a new land use pattern in this area which compliments existing and planned projects.


The City held two neighborhood meetings and another meeting with commercial property owners in the annexation area, conducted a door-to-door canvas of the residents, and prepared and distributed several informational flyers and letters.


On September 25, 2007, the Lake Elsinore City Council adopted Resolution No. 2007-169 requesting LAFCO to commence proceedings to annex the 3rd Street area into the corporate boundaries of the City of Lake Elsinore.  The annexation proposal was submitted to LAFCO on September 27, 2007 which designated the application as LAFCO 2007-68-1.  Early in 2009, the annexation proposal was put on hold by LAFCO pending the completion of the City of Lake Elsinore’s General Plan Update.  On December 13, 2011, the Lake Elsinore City Council adopted the City’s new General Plan and the City proceeded to complete the 3rd Street Annexation process.


The 3rd Street Annexation process also entailed pre-zoning the subject 320 acres for consistency with the land use designations shown on the City of Lake Elsinore’s General Plan Land Use Map. 


Pre-Zoning Process


The Cortese-Knox Hertzberg Local Government Reorganization Act of 2000 (California Government Code Sections 56000 et seq.: “Cortese-Knox”) requires that territory be “pre-zoned” prior to annexation.  The pre-zoning process identifies any intended zoning changes and informs property owners and other interested parties of permitted land uses prior to finalization of the proposed action.  The Riverside County Local Agency Formation Commission (LAFCO) must approve the pre-zoning as consistent with the General Plan land use designations. 


On March 20, 2012, the City of Lake Elsinore Planning Commission held a public hearing regarding the proposed pre-annexation zoning (Pre-Annexation Zone Change No. 2012-01) for the 3rd Street Annexation area. The Planning Commission considered evidence presented by the Community Development Department and took testimony from annexation area property owners. At the conclusion of its public hearing, the Planning Commission recommended approval of the proposed pre-annexation zoning with several modifications.


The City Council considered the proposed pre-annexation zoning at a public hearing held on April 10, 2012.  After considering the Planning Commission recommendation and public testimony, the City Council approved pre-zoning for the 3rd Street Annexation area.  As shown below, (Exhibit "A" - Ordinance No. 2012-1301), the City Council approved a mixture of the following zoning designations:  R-E (Estate Single-Family Residential), R-1 (Single Family Residential), R-2 (Medium Density Residential), R-M-R (Rural Mountainous Residential) CMU (Commercial Mixed-Use), C-O (Commercial Office), C-2 (General Commercial) C-M (Commercial Manufacturing) and Ramsgate SP.  Final action to adopt Pre-Annexation Zone Change No. 2012-01 occurred on April 24, 2012 when the City Council adopted Ordinance No. 2012-1301 at a second reading of the ordinance.
