In order to make it easier for property owners to use their property in the future, the City has initiated the Consistency Zoning Project that will rezone some of the property within the City to make its zoning consistent with its General Plan designation. Zoning determines what uses are allowed and what development standards apply to individual properties.

Phase I - CMU, RMU and HDR General Plan Designations 

The City's General Plan includes two new land use designations, CMU – Commercial Mixed Use and RMU – Residential Mixed Use. These two land use designations allow for the development of a combination of residential and commercial uses, with an emphasis on commercial in the CMU and an emphasis on residential in the RMU designations.

The City’s 2008-2014 Housing Element included programs to be implemented during 2012. One of these programs was the completion of consistency zoning for properties designated Commercial Mixed Use, Residential Mixed Use or High Density Residential. Therefore, Phase I of the Consistency Zoning Project identified those properties within the City of Lake Elsinore designated for CMU, RMU and HDR and changed their zones appropriately.

Phase I was completed in 2012, with all zone changes effective on November 23, 2012. 

 

Phase II - Business District 

Phase II of the Consistency Zoning Project brought the Official Zoning Map of the City of Lake Elsinore into conformance with the adopted General Plan for the Business District. The Business District, which is located in the north central areas of the City along Interstate 15 and State Route 74, was selected for Phase II because it contains the largest concentration of industrial and commercial uses within the City.

 

As part of the Phase II consistency zoning, a new zoning district was added to the City’s Zoning Code (Title 17 of the Municipal Code). The P/I (Public/Institutional) Zoning District simplifies the zoning of existing and planned governmental facilities such as governmental offices, public parking lots and schools.

 

Phase III was approved at a public hearing by the City Council on April 23, 2013, with all zone changes effective on June 13, 2013.

 

Phase III - Lake View District, East Lake District and North Peak District

 

Phase III of the Consistency Zoning Project brought the Official Zoning Map of the City of Lake Elsinore into conformance with the adopted General Plan for the Lake View District, East Lake District and North Peak District.

Phase II was approved at a public hearing by the City Council on December 10, 2013, with all zone changes effective on February 13, 2014.
