The Planning Division is one of four line divisions under the umbrella of the Community Development Department.

The primary responsibilities of the Planning Division include the overall implementation of the City's General Plan Goals and Policies thru its programs such as the Zoning and the Subdivision Ordinances. In addition, the Planning Division is responsible for the implementation of the City's Historic Elsinore District Plan and the processing of all development related projects and permits such as annexations, specific plans, subdivisions, design review for new and existing projects, zone changes and general plan amendments, conditional use permits and variances.

The primary purpose of this web page is to facilitate information online "Virtual City Hall" to aid you in the processing of your project. This page contains useful information such as key staff members, their e-mail address and downloadable information on applications for permits, forms, checklists and submittal requirements for development applications, Zoning Ordinance sections, General Plan sections, Development Guidelines, and a Development Process Flow Chart.
