The Public Works Department is responsible for removal of graffiti from public owned property only. It is the responsibility of the property owner to remove the graffiti on private property such as private walls, commercial buildings, and abandoned structures. Lake Elsinore's nuisance abatement ordinance requires that graffiti be removed in a timely manner. If it is not, then the City Code Enforcement Division will address the issue.
