City Treasurer

Mission Statement

The City Treasurer is elected by the citizens of Lake Elsinore and serves a four-year term.

The mission of the City Treasurer is to monitor and validate the safe collection, investment, custody and disbursement of City funds.


The City Treasurer works closely with the Administrative Services Department and the Office of the City Manager. The City's Director of Administrative Services is the City's chief fiduciary officer. The Administrative Services and Finance Department staff are responsible for budget and revenue control and internal audit functions.

The City Treasurer also works with the City's finance team and various consultants who provide expertise in specific financial disciplines (e.g., bond counsel, investments, risk management, special districts and community facilities district formation).
