For the first time in the 130-year history of Lake Elsinore, the At-Large system for the election of City Council Members has changed to a By-District system; the City Treasurer will continue to be elected At-Large.

After months of hearings and public meetings, on February 1, 2018, the Council unanimously adopted the City's first districting map and election sequence. For the November 6, 2018, General Election, Districts 1 and 3 were up for election, and Districts 2, 4, and 5 will be up for election on November 3, 2020.
