The Climate Action Plan (CAP) is the City's long-range plan to reduce local greenhouse gas (GHG) emissions in accordance with State law. It is intended to be a reference document, and its implementation mitigates the City's GHG emissions and streamlines the processing of future development applications.
The CAP is not intended to limit future development or economic growth. The CAP is a strategy for Lake Elsinore to grow in a sustainable way that meets GHG reduction goals while continuing to allow for public and private development and redevelopment that will keep Lake Elsinore a vibrant and livable community.
