Climate Action and Adaptation Plan
Public Draft Now Available
The Public Draft Climate Action and Adaptation Plan (CAAP) for the City of Lake Elsinore is now available for review.
The CAAP aims to reduce greenhouse gas emissions and strengthen climate resilience. It serves as a roadmap with strategies to cut emissions from buildings, transportation, and waste, while preparing for climate impacts such as extreme heat, wildfire smoke, and severe weather.
These efforts support local benefits like cleaner air, improved public health, lower energy costs, expanded tree canopy, and more walkable communities, especially for those most affected by environmental and economic challenges.
Community members are encouraged to review the draft CAAP and share feedback.

Comments will be accepted from Monday, January 12, through Friday, January 23, 2026.

Lake Elsinore’s Climate Action and Adaptation Plan is supported by the Adaptation Planning Grant Program, implemented by the Governor’s Office of Land Use and Climate Innovation.
Climate Action and Adaptation Plan (CAAP)
The City of Lake Elsinore is developing a Climate Action and Adaptation Plan (CAAP) to reduce greenhouse gas (GHG) emissions and strengthen climate resilience.
The CAAP will seve as a roadmap for reducing GHGs through improvements in how we power buildings, move around the city, and manage waste, while also preparing for climate-related risks like extreme heat, wildfire smoke, and severe weather. The CAAP will also deliver community benefits such as cleaner air, healthier neighborhoods, and improved connectivity, with a strong focus on supporting residents most impacted by environmental and economic challenges.
THE CAAP Can Support:
- Improved air quality and public health
- Resilience against extreme weather
- Lower energy costs through efficiency and clean energy
- Green jobs and economic growth
- More trees and shade
- Walkable communities and better public transit
The CAAP will focus on both community-wide activities and City government operations. Planning for the CAAP began earlier this year, and there is still time for residents to get involved and help shape the plan to reflect community priorities.

Timeline/Schedule
Phase 1 Community Outreach Launched: Introduce the CAAP and gathered initial community input
Phase 2 Learning and Visioning: Conducted a workshop and administered a survey to understand climate action and adaptation community priorities and define the CAAP’s vision.
Phase 3 Strategy Development and Prioritization: Develop draft strategies and actions informed by public and technical input.
Phase 4 Draft CAAP and Public Review: Release the Draft CAAP for public review and comment.
Phase 5 Target City Council Adoption: Present the Final Draft CAAP for City Council consideration. If adopted, implementation will begin in early 2026.
