Property Tax & Assessment Information
Residents of the City of Lake Elsinore will see various line items included in their annual property tax bills that relate to services provided by the City and/or projects constructed by the City or private developers. These line items are tied to specific parcels and are only included on the property tax bills for parcels that directly benefit from the particular services or projects.
If you own property in the City of Lake Elsinore or if you are responsible for the payment of a property tax bill, you should be aware of the following:
- Assessed Valuation: The Riverside County Assessor assesses all property in the City of Lake Elsinore on January 1 of each year. The value assessed on the property is subject to the ad valorem tax of 1% for the following fiscal year (July through June). An additional rate may be charged to pay principal and interest on voter-approved debt. A change in ownership or the completion of new construction throughout the year will result in a change in the assessed value of the property and the issuance of a supplemental property tax bill.
- Property Tax Collection: The Riverside County Tax Collector is responsible for the preparation and mailing of all property tax bills for the City of Lake Elsinore. Property tax bills are based on a fiscal year of July through June and are usually mailed to property owners beginning October 1. The first installment, or one-half, is due on or before December 10 and the second installment, or the second half, is due on or before April 10. If these due dates are not met, a 10% penalty is assessed immediately.

Special Assessment Districts & Community Facilities Districts
The City of Lake Elsinore has several special assessment districts within its boundaries. These districts are formed at the request of the property owner (usually a developer) as a means of financing infrastructure. Bonds are sold and the money from the bonds is used to pay for the required infrastructure within the district. In turn, the property owner agrees to pay principal and interest to the bondholders via annual assessments levied on the property tax bill. The obligation to pay the bondholders remains with the property as a lien and is passed on to whoever owns the property. The bond issues related to these districts vary in size and term, as do the assessments.
Maintenance Assessment & Service Districts
The City also has several maintenance assessment districts that are billed on the regular property tax bills. With these assessments, the property owner is assessed their share of the costs incurred by the City in maintaining the districts for the purpose intended. The Citywide LMD (Street Lighting, Street Landscaping, and Street Tree Maintenance) pays for the installation, servicing, maintenance, repair, and operation. All properties in the City of Lake Elsinore are assessed. The LLMD Number 1 (Street Lighting, Landscaping, Public Park and Recreation Facilities, and Appurtenant Facilities) have specific zones throughout the City. There are currently 25 zones in this district. These assessments pass on the costs of installation, servicing, maintenance, repair, and operation dedicated by the developer.
