Notice of Availability of a Draft Environmental Impact Report

Notice is hereby given that the City of Lake Elsinore (City) has prepared a Draft Environmental Impact Report (EIR; State Clearinghouse Number 2024070504) for the Baker Street Warehouse Project consisting of Zone Change No. 2023-04, Tentative Parcel Map No. 38812, Industrial Design Review No. 2023-03, Conditional Use Permit No, 2023-10, Conditional Use Permit No 2025-01, and Development Agreement No. 2025-12 in accordance with the California Environmental Quality Act (CEQA). Pursuant to CEQA Section 15087(a)(1), the City is publishing this Notice of Availability (NOA) of a Draft EIR for the Baker Street Warehouse Project (Project) to notify agencies, organizations, and individuals that the Draft EIR is available for public review and comment. Staff has found that the Project would result in significant adverse environmental effects to air quality and from greenhouse gas emissions that cannot be mitigated to below levels of significance after the implementation of feasible mitigation measures. 

In accordance with CEQA Guidelines Section 15087(c)(6), the project site is not listed as a hazardous property as designated under Section 65962.5 of the Government Code.

Project Location

The project site is located on an approximately 140.04-acre undeveloped site situated southwest and southeast of the intersection of Baker Street and Pierce Street in the northwestern portion of the City of Lake Elsinore, Riverside County, California and includes Assessor’s Parcel Numbers (APNs): 378-020-012, 378-020-014, 378-020-015, 378-020-016, 378-020-024, 378-020-028, 378-020-029, 378-020-030, 378-020-031, 378-020-033, 378-020-034, 378-020-036, 378-020-037, 378-020-038, 378-020-039, 378-020-040, 378-020-041, 378-020-042, 378-020-043, 378-020-048, 378-020-054, 378-114-064, 389-080-058, and 389-080-013. The project site currently has General Plan Land Use designations of Limited Industrial and Floodway and zoning designations of Limited Manufacturing (M-1), General Manufacturing (M-2), and Open Space/Floodway (OS).

Project Description

The Project site consists of four elements: a 65.81-acre Onsite Development Area within which two warehouse buildings approximately one million square feet total (Building 1: 212,028-square-foot; Building 2: 788,423-square-foot) and related site improvements would be developed; 37.86 acres of Offsite Improvement Area that would consist of right-of-way (ROW) improvements; a 33.65-acre Restoration Area to be used for future conservation and restoration activities; and a 2.72-acre Construction/Improvements Buffer to be established between the project’s Onsite Development Area and the proposed Restoration Area to ensure that ROW improvements would not encroach into the Restoration Area. The project includes a zone change to amend the zoning of the Limited Manufacturing (M-1) portion of the Onsite Development Area to General Manufacturing (M-2) to achieve consistent zoning of the site; Industrial Design Review and a Tentative Parcel Map to merge the 10 existing parcels of the Onsite Development Area into two parcels; a Conditional Use Permit for M-2 uses within 300 feet of a residential district; and a Conditional Use Permit to exceed the 45-foot maximum building height in the M-2 zone.

Public Review Period

The City is the Lead Agency in accordance with Sections 15050 and 15367 of the CEQA Guidelines for this Project and is holding a 45-day public review period on the Draft EIR beginning on Friday, December 5, 2025 and ending at 5:00 p.m. Tuesday, January 20, 2026, during which time responsible agencies, the public, and interested parties are invited to comment on the Draft EIR for the proposed project.

Public Hearing(s) 

The public hearing(s) with the Planning Commission and City Council will be conducted at future date(s) to consider the project. Public hearing notices will be issued at least ten (10) days in advance of any hearing(s).
