Notice of Public Hearing & Notice of Availability & Intent to Adopt a Mitigated Negative Declaration

Notice is hereby given that the Planning Commission of the City of Lake Elsinore, California, will hold a Public Hearing on December 16, 2025, at the Lake Elsinore Cultural Center, 183 N Main Street, Lake Elsinore, California, 92530, at 6 pm, or as soon thereafter as the matter may be heard, to consider the Draft Mitigated Negative Declaration and the proposed project.

All interested persons are hereby invited to attend this Public Hearing to present written information, express opinions, or otherwise present evidence in the above matter. If you wish to legally challenge any action taken by the City on the above matter, you may be limited to raising only those issues you or someone else at the Public Hearing described in this notice, or in written correspondence delivered to the City prior to or at the Public Hearing.

The Draft Initial Study/Mitigated Negative Declaration (IS/MND; Environmental Review No. 2023-03) for the Collier Commercial Properties Project was released for a 30-day public review period beginning on October 9, 2025. During the public review period, a commenter noted that the project’s Assessor’s Parcel Numbers (APNs) were reported incorrectly in the Draft IS/MND. The Draft IS/MND analyzed the correct project location; however, the information was corrected and the Draft IS/MND is being recirculated for a 30-day public review period. The changes in the Draft IS/MND can be identified as strikethrough and underline. All public comments submitted during the initial public review period beginning on October 9, 2025 will be addressed in the Final IS/MND and do not need to be resubmitted for consideration.

Project Location

The project site is in the City of Lake Elsinore, Riverside County, California. The 2.64-gross acre site (APNs: 377-190-002, -003, and -004) is bound by Collier Avenue on the north and West Minthorn Street on the south.

Project Description

The Collier Commercial Properties Project (project) involves the construction of a 3,000-square foot (sf) office building and an 8,975-sf warehouse building on approximately 0.3 acres of the site’s 2.64 acres. The one-story office building and a surface parking lot would occupy the southern portion of the property, and the warehouse and an outdoor storage yard would occupy the northern portion of the property. The proposed office and warehouse buildings would have light gray stucco walls, dark grey metal roofs and canopies, and outdoor wall lights with charcoal-colored fixtures. The office building would also include grey stone veneer facing and glass windows and doors. The office building would reach a maximum height of 20 feet and the warehouse building would reach a maximum height of 30 feet. The outdoor storage yard would encompass 17,896 sf. Access to the project site would be provided via two new full access driveways on West Minthorn Street. Internal circulation would be provided by 26-foot-wide drive aisles that would extend around the proposed buildings. Two power gates would be provided along the drive aisles that would limit access to the warehouse and outdoor storage yard. Office and warehouse employee parking would be provided in a surface lot adjacent to the office building. The project would install a new concrete sidewalk and curb/gutter and widen the roadway pavement along the project frontage on West Minthorn Street. Landscaping would be provided along the project frontage on West Minthorn Street, project entries, proposed buildings, surface parking lot, and the project perimeter.

The project proposes a General Plan Amendment (GPA 2021-02) and Zone Change (ZC 2021-02) to change the site’s General Plan land use designation from General Commercial (GC) to Limited Industrial (LI) and zoning from General Commercial (C2) to Limited Manufacturing (M1). The project is also requesting the following entitlement approval(s): Conditional Use Permit (CUP 2022-25) to establish outdoor storage; and Industrial Design Review (IDR 2021-03) to construct a 3,000-sf office building and an 8,975  sf warehouse building totaling 11,975-sf.

Public Review Period

The City is the Lead Agency under CEQA for this project and is holding a 30-day public review period on the Draft IS/MND beginning on October 31, 2025, and ending on December 01, 2025, during which time responsible agencies, the public, and interested parties are invited to comment on the IS/MND for the proposed project.
