Administrative Bureau

The Administrative Bureau is composed of the Law Enforcement Professionals who work along side the Chief of Police. The bureau is split into two divisions, Administration and Patrol. Heading these two divisions are Lieutenant Kevin Smith and Lieutenant John Magnan.

Lieutenant Kevin Smith has over 26 years of service to the Riverside County Sheriff's Department and is in charge of the Administration and Investigations for the City of Lake Elsinore.

Lieutenant John Magnan joined the Riverside County Sheriff's Department in March 1993. He began his career as Public Safety Communications Dispatcher and in July 1995, he attended the 130th Basic Peace Officer's Academy. Lieutenant Magnan continued his career with an assignment at the Robert Presley Detention Center working jail operations. In May 1997, he was transferred to the Banning Station where he completed his field training program as a Deputy Sheriff. He continued to serve the Banning Station as a patrol deputy for the contract city of Calimesa.

In January 2006, he was promoted to Investigator and assigned to the Southwest Station working a multitude of crimes. In June 2006, he was promoted to the rank of Sergeant and transferred to the Jurupa Valley Station. As a sergeant, he was assigned patrol operations for Jurupa Valley and city of Norco. In December 2006, he was assigned to the City of Norco were he supervised patrol, traffic, and special team operations. He was later transferred to the Southwest Station and supervised the Traffic section.

In September 2017, he was promoted to Lieutenant and assigned to the Lake Elsinore Station. He had field and administrative assignments at the station. While at the Lake Elsinore station, he oversees Patrol Operations, Special Teams/Traffic, and is the liaison to the city of Lake Elsinore acting as their Assistant Chief of Police.

Lieutenant Magnan holds Basic, Intermediate and Advanced POST certificates and is currently completing his Management POST certificate.
